E-TÉR is a public nationwide online system supporting the preparation, coordination, and publication of spatial development, settlement development, and spatial planning documents.

It supports official consultation, chief architect compliance reviews, and public participation. It also provides planners with access to GIS and other databases to maintain consistency across the planning hierarchy from national and priority regions to counties and settlements.
