Preparation and calculation of land cover (CLC) input data for ecosystem accounts (2012-2018) for the Hungarian Central Statistical Office (KSH).

Problem description

Under Regulation (EU) No 691/2011 on European environmental economic accounts, Member States are required to report on the extent of ecosystems, and in the future also on their changes, based on the EUNIS classification system. We produced the harmonised land cover data required for this purpose and performed the necessary calculations on behalf of the Hungarian Central Statistical Office (KSH).

Solution workflow

For Hungary, harmonised CLC layers for 2012 and 2018 were produced to support ecosystem accounting calculations, through the adaptation of the European CLC Accounting methodology, which was also developed by our team. The two CLC Accounting layers, produced at a spatial resolution of 10 m, were combined so that a CLC code was available for both 2012 and 2018 for each 10 × 10 m raster cell. The corresponding EUNIS codes were assigned to each CLC code, which were then used to generate change matrices and other statistics describing ecosystem changes.
