Official data service for calculating the 20 km road-distance threshold and identifying neighboring municipalities in accordance with the Hungarian Land Transaction Act.
Problem description
Under the Hungarian Land Transaction Act, farmers may be required to demonstrate that the road distance between their place of residence or farm centre and the agricultural land subject to a sale or lease agreement is within 20 km.
Manual route planning may be inaccurate and does not provide an official basis for legal procedures. Therefore, users need an official data service that generates precise, regulation-compliant road-distance calculations and the relevant list of municipalities.
This information is required for determining the ranking of pre-emption and pre-lease rights and may also support the approval process of sale and lease contracts.
Solution workflow
The shortest route is determined using orthophotos, the NTA road database, cadastral maps, and land registry information, taking into account both paved and unpaved roads that are open to public traffic.
Output
For internal quality control, the analysis is documented in a QGIS geospatial project.
For the client, the results of the expert assessment are delivered in a Word document.
